SEMPRE - Social Empowerment in Rural Areas

The SEMPRE project (2016–2021) aimed to improve social services in rural areas around the Baltic Sea by involving users more actively and strengthening their voice and participation.

The project focused on tools and models designed to empower socially vulnerable groups living in sparsely populated areas. Each project partner worked with different vulnerable groups and carried out small-scale initiatives—called microprojects—designed to support and strengthen these groups.

Tools to improve the situation of vulnerable groups were developed, tested through microprojects, and evaluated in collaboration with local networks formed during the project (Local Empowerment Network), as well as through international cooperation between SEMPRE partners. Novia University of Applied Sciences focused on the situation of older adults living at home in rural Ostrobothnia and was responsible for Work Package 5, which dealt with evaluation. In this focus area, Novia collaborated with 16 different partners from 8 countries.
